- assessing the support needs of students with SEN at different learning stages;
- devising relevant Tier-2 support measures and deploying additional resources to match the assessed needs of students;
- establishing a structured way to examine and evaluate the quality and effectiveness of the Tier-2 support measures to ensure a positive impact on the progress of students; and
- assisting the students with SEN to transfer the knowledge and skills acquired from Tier-2 support to Tier-1 support, and allowing them to practise and apply the skills in regular classrooms in order to enhance their learning effectiveness.
